Functional Description

Purpose
The purpose of this NER is to retrieve the execution control USER ID (USER) that is attached to each Payroll ID (PAYD) for
verification with any user trying to access a particular payroll.

The Return Code (EV01) will have the following codes returned:
'0' Record does exist
'1' Record does not exist
