Functional Description

Purpose
This function will check the line number passed in.  If the line does not have .5 or .51 decimal 
value , then From Side Flag will be set to a '1'.  This is used to determine which records to display in 
Inventory Transfers.

Setup Notes and Prerequisites
None.

Technical Specifications
If the line number is not a .5 or .51, send a '1' back in the From Side Flag.
