This function compares the first character in the item number character string that was passed against the three symbol identifiers in the 
Branch Plant Constants Table (F41001).  If the first character matches any one of the three symbols, then this function will issue an error.  If you do 
not pass a Branch Plant then the function will use the default of "ALL".  Pass either the 2nd or 3rd item number as the item number character
