1.1Purpose
This function will clean up the memory allocated in F3400GetForecastLevels needed to retrieve the
levels of the forecast hierarchy for display.

1.Read each of the records in the MasterLinkList
2.Free the memory for the Child List Pointer that is stored on the MasterLinkList Record
3.After all Child Lists have been freed, free the memory for the MasterLinkList
