This function will clean up the memory allocated in ForecastAccumulateActuals needed to store the
actual values.

1.Read each of the records in the PntrToCustomers
2.Free the memory for the Actual Values that is stored on the PntrToCustomers Record
3.After all Actual Value Pointers have been freed, free the memory for the PntrToCustomers
