Purpose
This function uses the API VprtClosePRT to close Quantum. This function is only executed at the
conclusion of a Payroll run.
Setup Notes and Prerequisites
The Disconnect from Vertex routine is called in the end section of the Pre-Payroll Driver UBE
(R07200).
